About The Role
The Operational Safety Team is responsible for Air Traffic Control, Technology and Aeropath safety investigations and Operational Safety reporting within Airways. It is also responsible for managing internal and external data requests, undertaking safety advisory activities, and supporting safety promotion activities. The Operational Safety Team also takes a leadership role regarding best practice for measurement and monitoring of Operational Safety performance whilst ensuring compliance with relevant Civil Aviation rules.
Due to an internal progression, we are now looking for Operational Safety Manager to join our Safety & Assurance Group and to lead the Operational Safety Team.
Reporting to the GM Safety & Assurance, you will be responsible for ensuring Airways Operational Safety team and its activities support the improvement of safety both internally and externally. This includes enhancing Airways safety culture, providing strong safety leadership and managing collaborative relationships. The manager ensures compliance and adherence to the various standard operating practices within the integrated management system that fully complies not just within the Regulatory environment in which Airways operates, but the expectations of customers and stakeholders.
Key Focus Areas In The Position
Relationships
Manages the operational safety investigation pipeline and process, ensuring efficiency and quality of investigation reports to the relevant stakeholders, including the Civil Aviation and internal Airways business partners. Ensures elements of security and Health and Safety are considered by bringing in the experts from the Safety and Assurance team or other teams, as required.
Supports the development and management of relationships between the Safety team and the wider organisation (including Policy & Standards and the wider Air Traffic Services business unit) and externally (including Civil Aviation, TAIC and Union Partners) to ensure learnings from safety events are utilised for continuous safety improvement.
Chairs the Operational Safety Collaboration Group with NZALPA.
Acts as liaison with industry partners and the Civil Aviation on operational safety investigation matters.
Safety Investigations
Ensure all operational safety occurrences (Air Safety Incidents (ASI), Facility Malfunction Incidents (FMI), routine and minor air safety investigations) are investigated in a thorough and timely manner in accordance with approved investigative procedures and reporting, Civil Aviation Rules and Airways policies.
Ensure all SRCs (Safety Related Concern's) are managed appropriately, including determination of when the business should investigate and when there should be an independent investigation managed through operational safety.
Ensures all operational safety reporting and investigations are conducted in accordance with Civil Aviation /MBIE/ WorkSafe procedures and relevant legislation.
Performs Safety Investigator duties in accordance with Just Culture and promotes Just Culture both internally and externally.
Operational Safety Risk
Promotes the operational risk framework ensuring alignment with the Airways Barrier Model.
Ensures that Airways meets its regulatory and business obligations in regard to operational safety risk.
Safety Performance and Delivery
In consultation with the GM Safety and Assurance; plans, develops and implements work programs aligned to our integrated Safety Management System (SMS).
Works collaboratively to influence operational improvement activities, implementation and standards across the organisation and across the aviation system.
Operational Safety Management
Provides advice and ensures, in conjunction with the Air Traffic Services group, the Technology Group and Aeropath (who implement), the adherence to operational safety policy and standards.
Keeps abreast of CANSO, ICAO, Civil Aviation, and all regulatory and legislative investigation requirements, practices and procedures.
Governance
Ensures that the unit complies with the provisions of all legislation and governance requirements, including financial delegations.
About You
To be successful in the role, you will have:
Ability to work in a dynamic business environment, influence and collaborate with people internally and externally, show resilience and agility, take ownership and focus on delivering successful business outcomes.
Strong people leadership experience required with the ability to lead, empower, mentor, motivate and work well with the team.
Specialist knowledge and experience in aviation, including knowledge of aviation, such as training management, aircraft operations, air traffic management, aerodrome operations and maintenance organisation management.
Tertiary qualification in the relevant discipline or professional experience in safety management systems.
Proven experience in an operational/operational safety leadership role preferably, in a similar role or industry.
Formal training and/or experience in safety Investigation.
Human Factors qualifications / training / experience / or awareness.
Knowledge of ICAO / Civil Aviation safety management principles and practices.
