Manager, Operational Risk Frameworks, New Zealand Job Overview & Purpose: The Manager, Operational Risk Frameworks, New Zealand is responsible for providing subject matter expertise, 2nd line oversight and challenge on the development, implementation, execution and effectiveness of the Operational Risk Management Frameworks (as set out in the Risk Management Strategy) within Region Australia, New Zealand. This includes ensuring that local business requirements, banking practices and local regulator's requirements and expectations are understood and adhered to. With reporting lines to the Head of Operational Risk, New Zealand, the role may need to work across both Australia and New Zealand to undertake oversight and challenge as to the effective implementation of the various Operational Risk Frameworks whether owned by 1st or 2nd Line. Context of Job: The external environment in relation to Operational Risk Management at Region Australia, New Zealand is largely driven by the requirements of the local regulators in both Australia and New Zealand, and also through the requirements of the DNB in the Netherlands. Regulatory focus in this area is increasing. Rabobank Australia and New Zealand's ability to evidence the existence of a cohesive Operational Risk Management Framework (encompassing all sub-risks) and to demonstrate the effectiveness of its implementation through local and appropriate resourcing to the satisfaction of the Regulator, is key to it being able to provide banking services in Australia and New Zealand. This role works across all levels of Rabobank Australia and New Zealand to support the broader risk team in building a robust risk aware culture. In addition, as part of a regional team, the role may need to be cognisant of regulatory requirements in Australia and New Zealand. This is required where the same Operational Risk Frameworks are utilised in both Australia and New Zealand. Key Responsibilities and Accountabilities: The role holder will support the delivery of adequate governance and oversight of all relevant Operational Risk Frameworks across Region Australia, New Zealand. This includes the development of relevant policies, standards, procedures and tools as well as governance over applicable 1st Line and 2nd Line owned Operational Risk Frameworks. In doing so, the role holder will work with the Operational Risk teams in both Australia and New Zealand to ensure that the requirements of the Operational Risk Frameworks appropriately address each country's needs. The role holder will also contribute to the effective oversight and challenge over the implementation, execution and effectiveness by the 1st Line in Rabobank Australia and New Zealand of the management of Operational Risk including related Operational Risk Frameworks as set out in the Risk Management Strategy. This includes oversight and challenge over the identification and assessment of operational risks and controls, risk and control indicators, findings & actions, as well as incidents within the 1st Line. This may be in the context of specific Divisions/Support Functions or specific Operational Risk Frameworks. The role holder will support the provision of insightful analysis and interpretation of risks to the applicable Rabobank Risk Management Committees. This will be based on a robust understanding of the various Operational Risk Frameworks, as well as relevant knowledge of any businesses with which they partner. In developing these insights, the role holder will take into account the state of the Rabobank Australia and New Zealand Operational Risk Profile and the results of the oversight activities over the various elements of the Operational Risk Framework. Other duties as directed. Qualifications: Essential: Bachelor's Degree or International Equivalent. Desirable: Preference for Financial, business, economics or other related undergraduate degree. Post-graduate Education required with preference for MBA/CA or similar post graduate knowledge. Experience: A minimum of 5+ years related experience in financial services industry with focus on controls, auditing, operational risk or process engineering is considered essential. Use of Risk Management systems and related risk data. Knowledge: A sound understanding of Operational Risk Management within the financial services industry and related regulatory standards (Basel II and APRA Prudential Standards). A sound knowledge of causes, influences and drivers of operational risk. Skills: Interpersonal Skills Ability to work as part of a team and demonstrate high levels of initiative. Sound written and verbal communication and the ability to verbally communicate technical concepts in plain English. Sound relationship management skills and an ability to develop good rapport. Ability to work in partnership with staff. Leadership Skills: The ability to make decisions in a commercial environment. Well-developed influencing skills and the ability to co-ordinate professional teams, influence outcomes and work in partnership with staff. Able to remain calm under pressure. Ability to co-ordinate professional teams and influence outcomes across RANZ. Customer Focus: Ability to develop relationships with internal clients and to build and maintain relationships across various business units. Ability to provide internal consulting services to a wide range of clients. Planning and Organisation: Ability to manage competing priorities, plan work effectively and efficiently and be self-motivated and ability to self-direct work.
