Wellington City Council's team provides more than 400 services every day for Wellingtonians - everything from parks and pools to consents and cemeteries - playing our part in making Poneke an inclusive, sustainable, and creative capital for people to live, work and play.
The Enterprise Systems team partner with Council business units to plan, deploy and modernise enterprise software solutions that enable Council to achieve its vision and strategies. The team pro-actively manages and maintains the lifecycle of all existing software applications used by Council while managing the development of software and the integration of systems. They are responsible for creating and maintaining software development strategy, methods, and standards, in accordance with the Smart Council architecture strategy and policy.
The team apply a continuous improvement philosophy across all its responsibilities and proactively communicate with stakeholders to provide an innovative approach that maintains the value and effectiveness of the software portfolio, they maintain software technical policies, methods, standards including the implementation and maintenance of application versions, supporting tools, services, and monitoring tools to support ongoing application and environment performance and availability.

Reporting to the Manager Smart Council, The Manager - Enterprise Systems is responsible for overseeing the development of an overall strategy and roadmap for all enterprise software applications (packaged and custom-built) working closely with Smart Council Manager and Architects and in partnership with Council business unit leaders to achieve this.
You will also be responsible for overseeing the development and implementation of an ongoing effective and efficient software development and application support business model, overseeing, and coordinating the team, resources and processes required to deliver the enterprise software applications roadmap, develop new software, upgrade existing enterprise software applications, and support the ongoing operation and integration of current software applications.
Provide advice and expertise on enterprise systems, applications and software development technologies as supported and managed by this team of experts.Manage the provision of development, automation, integration, support and testing resources for the implementation and support of the Smart Council Programme of work and Architectural Roadmap.Evaluate and select vendors, suppliers, and consultants to support the enterprise software strategy.lead and facilitate a way of working across the Enterprise Software business unit that builds a constructive and collaborative environment where different thinking and ideas are encouraged.Champion and lead a culture that is customer-centric and supports delivery, innovation, and continuous improvement.Contribute as a member of the Smart Council leadership group to deliver group results.Provide a quality forward planning and operational support service for system owners and users.Take a proactive and forward-thinking approach identifying possible opportunities and emerging problems.Apply commercial acumen and rigour to spend ensuring that required results are delivered within the allocated budget and, if required corrective action is taken, to ensure budget objectives are maintained and metNga tohu me nga wheako| Qualifications and experience
To support the Council to achieve its vision and priorities, you will need to draw on your technical expertise along with your confidence to analyse information to solve problems and make sound decisions. Engaging effectively with our customers to understand and respond to their perspectives and needs is an important aspect to this role as is your ability to work inclusively positively lead people from different backgrounds and with different level of abilities.
Ideally, you will have the following experience.
Managing and building high performing and successful teams with a background in systems configuration, integration and automation.Utilising modern systems and software development technologies in a Cloud environment.Cyber Security standards and best practices as well as Change, Release, Incident and Capacity Management as typically used in experience in DevOps and ITIL blended environment.Extensive knowledge and experience both in AWS and Azure Cloud environments.Demonstrable knowledge of structured analysis techniques.Managing and supporting applications in both a SaaS and On-Prem environment.Maintaining currency of applications within a multi-cloud platform by following best practice. standards including applying project principals and methodologies where required.A relevant tertiary-level qualification and/or at least 5-10 years' experience working in the enterprise software application area, ideally in a commercial, product, support, or development function is desirable.
