Kaiwhakahaere | Manager - Maori Rights and Interests Flexible by location We are seeking an experienced leader to manage a team that provides expert and best-practice advice across the Environmental Management and Adaptation, and Climate Change Mitigation and Risk Environment (EMA & CCMRE) groups.
This team plays a pivotal role in ensuring the integration of Te Ao Maori perspectives and Maori rights and interests into policy development and decision-making.
In this role, you will lead your team to support the ongoing freshwater policy work, including responding to Wai 2358 and the Ngai Tahu freshwater litigation, guiding the transition period in collaboration with the Freshwater Policy Team and Tumatakokiri.
Key responsibilities include: Providing expert advice and support to policy teams across the organisation, helping them understand how their work interacts with Maori rights and interests, as well as the obligations under Te Tiriti o Waitangi.
Ensuring Maori rights and interests and obligations under Te Tiriti are appropriately considered in policy decision-making and advice.
Developing policy advice for Ministers, focused on Maori rights and interests.
Supporting consistency and quality in Treaty Impact Analysis and other tools or processes that ensure Maori rights and interests are appropriately integrated into policy frameworks.
Progressing specific policy advice on Maori rights and interests in climate and environmental matters, particularly freshwater.

Minimum Requirements: Deep understanding of the Maori Crown relationship including Maori rights and interests, the Treaty of Waitangi, and Treaty settlements, with practical experience in ensuring policy advice honours settlement commitments.
Expertise in the Marine and Coastal Area (Takutai Moana) Act 2011 and the Nga Rohe Moana o Nga Hapu o Ngati Porou Act 2019, along with experience providing high-quality briefings to Ministers, particularly for meetings with iwi, and navigating high levels of ambiguity.
Proven ability to write concise, strategic documents and recommendations for Ministers and senior decision-makers, including Ministerial servicing, WPQs, OIAs, and Cabinet papers.
Strong relationship-building skills, working closely with Treaty partners to incorporate multiple perspectives into policy and work programmes.
Experience leading and influencing across agencies, collaborating effectively to achieve outcomes, and anticipating the evolving nature of Maori worldviews.
Comprehensive knowledge of government processes, policy development, and the relevant political and environmental context, including RM and climate policy.
Salary range for this role is $164,276 - $199,444 pa.
