Updated 24 October 2024:We are reminding everyone that the Maoribank Boardwalk Track remains closed to the public as more slips are likely, and the track remains unsafe for public use.The affected area sits on private land and until a full assessment is completed, and an agreement with the landowner has been made, the path will remain closed.Applications closing on 24 November 2024, 02:00 PMFollowing a recent restructure, where we have combined infrastructure activities into one new business unit, we have an exciting opportunity for an experienced Infrastructure Manager to join our Operations Group.The Operations Group is a diverse group responsible for the efficient and effective management of Council's infrastructure services (land transport services, three waters, asset management, sustainability and waste management) and delivery of a range of compliance and consenting services - including technical policy support, advice, land use and building consents, so that the growth aspirations of council and the community can be satisfied. This multi-disciplinary group also has responsibility for our organisational customer services and city-wide emergency management functions.This is a key role within the Operations Group, reporting to the Group Manager, where you will get the opportunity to help shape the future of infrastructure service delivery for the Upper Hutt community.The purpose of the role is to manage the delivery of infrastructure services and asset management services for Council's core infrastructure across the organisation. This role is also responsible for infrastructure project delivery, and sustainability and waste services.To succeed, you'll bring an appetite for a diverse portfolio, with exceptional leadership, operational delivery and collaboration skills to work across your team's range of functions.Our ideal person needs to be able to build and maintain effective working relationships with a wide range of internal and external stakeholders such as Wellington Water Ltd. (WWL), NZTA, contractors, internal staff and the wider community. In relation to three waters, this role will be the day-to-day interface between Council and the primary service delivery agency (currently WWL) ensuring that agreed work programmes are delivered along with the business-as-usual activities associated with three waters.The Infrastructure Manager reports to the Group Manager Operations.Key skills we are looking for include:A strong and capable people leader to manage effective delivery of diverse work programmes, supporting a culture of collaboration and innovation.Exceptional relationship building, communication, risk management and problem-solving skills.Excellent understanding of asset management, three waters and roading/land transport matters.Experience in managing a responsive, customer-focused infrastructure service delivery team.Ability to apply an enterprise view for the business unit to ensure that work is joined up to support a culture of positive partnership with internal and external stakeholders for the successful delivery of services and objectives.Experience in local government civil infrastructure and service engineering, as well as procurement and contract management across land transport, waste management, three waters, land development and other relevant disciplines.Preferably experience in the evaluation of tenders using NZTA procurement procedures.This is a professionally challenging opportunity that will appeal to highly motivated candidates with a desire to build a high-performing team and lead exceptional infrastructure service delivery to the community.This is a unique opportunity to join Upper Hutt City Council and contribute to delivering great outcomes for the community.
