Independent chair - Recycling Leadership Forum Board Appointments (CEO & General Management) Casual/Vacation Add expected salary to your profile for insights The Ministry for the Environment is seeking expressions of interest for a position as the Chair of the Recycling Leadership Forum, a cross sectoral group being established to identify solutions that will help improve the recovery of more materials for recycling and further use.
Nominations are sought from candidates who can provide the following skills, experiences and attributes: experience in governance or leadership roles including chairing other advisory groups, boards, or forum demonstrated ability to influence, and facilitate and enable the effective contribution of Forum members in meetings, with a goal of reaching consensus between differing perspectives familiarity in working with stakeholders, particularly in bringing together different sector groups previous experience working with or in government and a sound understanding of the machinery of government.
The Forum Chair will be responsible for the following functions: enable the effective contribution of Forum members in meetings by encouraging and modelling open communication ensure the Forum's advice is clear, concise, and accurately represents all members' views and is submitted in a timely fashion reviewing any reports/papers provided prior to meetings and participate actively in meetings, contributing to actions when agreed manage real, perceived, and possible conflicts of interest raised by Forum members in a timely and appropriate fashion.
Background to the Forum Changes to standardise kerbside recycling from 1 February 2024 have highlighted some challenges for recovering certain packaging materials and items.
It has also highlighted the need for a common understanding of the opportunities and challenges around recovery of materials from household packaging and products.
As a cross-sector group, the Recycling Leadership Forum will bring together stakeholders across the packaging and recycling supply chain to provide a platform for developing a joint understanding of what materials could be recyclable in New Zealand's resource recovery system in the future.
The Forum will commit to working together to overcome barriers to recovery and recycling and towards finding workable solutions for material recovery in New Zealand.
Functions of the Forum The Forum consists of 11 members, including the incumbent Chair, and will: share specialist knowledge on packaging and recycling issues for key products and materials contribute to the drafting and review of discussion materials and an end of term roadmap report make recommendations to the Ministry and/or Minister for the Environment on how to address obstacles to recycling key products and materials provide a platform for representatives from the full value chain for packaging, including the packaging industry, waste and recycling industry, retailers, brands and local government.
The Forum will develop a roadmap that outlines the short- to medium-term actions that could address these materials alongside more ambitious, longer-term solutions for improving recyclability and recovery of materials in New Zealand.
The Forum's discussions may inform future policy and investment decisions made by the Ministry and stakeholders, including the Ministry's advice to the Minister for the Environment and Cabinet.
A Ministry for the Environment project team will support the Forums' secretariat functions.
Remuneration The Chair of the Recycling Leadership Forum is paid a daily rate of up to $633 in accordance with the Cabinet Fees Framework.
Terms of appointment The Chair is appointed for an initial term until May 2025 unless terminated earlier by the Ministry.
After this initial term there will be an opportunity to assess extensions to the term if required.
Time commitment Two-hour meetings will be held either online or in-person every six-eight weeks.
Additional meetings may be held on an ad hoc basis.
The Chair will need to commit 8-16 hours per meeting to review discussion material, and reports prepared by the Forum.
From time to time there may be additional work required between meetings.
