About the role Reporting to the Chief Advisor Standards, the Flight Examiner and Flight Standards Part 61 is a pivotal role within CAA. This role sits alongside 4 other Flight Examiners within the Licensing and Standards Unit. This is a rare and exciting opportunity working within CAA as well as external organisations and participants.
A key role of this Flight Examiner and Flight Standards position is to conduct examinations of industry-based flight examiners to ensure they comply with the regulatory requirements laid out by the Civil Aviation Act. Flight examiners will also carry out flight tests and other assessments required under delegation from the Director CAA. Therefore, travel and time away from home is a requirement of this position to undertake these responsibilities.
As a primary function, this position will research, provide advice and direct policy on the maintenance, update and development of flight standards with a focus on flight training, licensing and ratings required under Part 61, but not limited to this field.
This role has a critical stakeholder engagement function within CAA and the aviation industry. You will need to build relationships with Flight training organisations and other Authority programmes of work, requiring this position holder to provide accurate and thorough advice on the regulatory system requirements in relation to flight training, flight examining, flight operations and flight safety in general.
This position is located in Wellington but other locations across New Zealand can be considered.
The salary band for this position goes from $112,171 to $156,711 with a mid-range being $131,259. Starting salaries will be based on knowledge, skills and experience the successful candidate brings to the role and relativities across the organisation.
What we're looking for Managing, conducting, and assessing biennial competency flight tests across a range of categories for Flight Instructors and Flight Examiners. Conducting active liaison with other international aviation authorities on relevant areas to ensure that CAA is compliant with ICAO legislation and follows international best practice. Providing input into CAA policy and Rules development concerning flight standards, flight training, operational standards and air operator organisations. Consistently applying requirements and exercising good judgement within the bounds of delegation and CAA policy and procedure, with safety being of the utmost priority. Well-developed ability to critically analyse and interpret complex information and make effective, well-reasoned decisions. To succeed in this role, you would benefit from the following knowledge, skills and experience:
An ICAO Professional Pilot Licence either ATPL or CPL with an Instrument Rating, Instructor Category A or B Rating and (if applicable) a wide range of flight examiner approvals. (Equivalent Military experience will also be considered). Five years or more in a demonstrated leadership or management position Substantial, varied and relevant experience in the aviation industry with general operational knowledge and experience (CAR Parts 61/91/119/135/141) The ability to establish and maintain approachable professional relationships with industry and its sector bodies.
