Job Title: Finance Manager Reports to: Director – Finance, Planning and Resources Reporting positions: Assistant Accountant – BSNZ Group Finance Assistant Receipting and Database Co-ordinator Finance and Project Support Works with: Internal Chief Executive Officer Audit, Risk and Compliance Committee members (Governance) Manna Board Team Leaders External Investment partners (Jarden) Business advisory services (Walker Wayland) Auditors Systems vendors and consultants Legal Advisors United Bible Societies representatives 2. Purpose of the Job To support Bible Society New Zealand Group's mission by overseeing the financial management and reporting of Bible Society New Zealand (BSNZ) and Manna Christian Stores Ltd (Manna) (collectively BSNZ group), to ensure that funds and financial and material assets are secured and effectively used and that the BSNZ Group's short- and long-term financial health is maintained. 2 3. Representative responsibilities and outcomes Responsibility Outcome 1. Participate in strategic leadership a. Participate collegially in BSNZ's Leadership Team. Contributions encourage cohesion and visionary planning. b. Provide expert advice to the Leadership Team on finance-related matters. The Leadership Team has reliable financial information on which to base strategic and operational decisions. 2. Lead the finance function a. Develop and implement strategic and operational plans for the finance function. Finance function plans are integrated with and complement organisation-level strategic and operational plans. b. Oversee the proper and efficient running of the finance function and the provision of financial services to BSNZ and Manna. Finance and related administrative functions are accomplished to a high level of competence. BSNZ and Manna's finances are professionally administered. c. Implement, monitor, and audit processes to maintain a complete record of all BSNZ Group assets, liabilities, income, expenditures, and inventory. Records of BSNZ Group's assets and liabilities, income, expenditures, and inventory are accurately and securely maintained, and information is available in a form required for their effective management. d. Prepare and maintain an insurance schedule and arrange and regularly review insurance policies covering BSNZ Group's personnel, assets and public liability risk. Insurance cover is appropriate to manage BSNZ Group's risk at agreed levels. Insurance expense is contained within the budget. e. Meet Charities Commission and Companies Office obligations and file returns. Charities Commission and Companies Office records are current, and BSNZ Group complies with its registration obligations. f. Remain current on job-related legislation and regulations and recommend compliance to the CEO. BSNZ Group remains compliant with legislation and regulation. CEO is aware of any non-compliance risks. 3. Financial management and reporting a. Prepare entity and consolidated financial statements following the Tier 2 financial reporting framework, including SSP reports. BSNZ entity and group-level statutory reporting obligations are met. Financial statements are available to the CEO as required to meet reporting timelines. b. Review and present regular and annual financial and statutory reports for the CEO, governance and external stakeholders as per schedule. The CEO, Audit Risk and Compliance Committee, National Board, Manna Board and external stakeholders have current and reliable information that enables them to fulfil their functions. 3 c. Provide strategic and operational financial analysis to the CEO and the Team Leaders. The CEO and Team Leaders have current and reliable information on which to base strategic and operational decisions. d. Oversee annual external audits, including preparation for auditors and provision of information and documents as required. Audits are carried out efficiently, and information is available to auditors as required. Good relationships with auditors are maintained. e. Manage financial risk including cash flow, investment, foreign exchange, and fraud risk and the security of financial assets. BSNZ Group's financial risk is managed to ensure the security of financial assets. Potential financial risk to operations is identified, and the CEO is notified. f. Manage the preparation of annual and project-specific financial budgets and SSP projections. Income and expenditure budgets are timely, realistic and in a form that meets the reasonable needs of users. g. Accumulate, analyse, and report financial performance information for Project Team Leaders as necessary for project planning, costing, implementation, and evaluation. Project Team Leaders have reliable financial information to enable effective financial management of projects. h. Advise and support Project Team Leaders in budget preparation, compliance and reporting. Project Team Leaders are able to actively participate in budgeting and managing finances for projects for which they are responsible. i. Monitor income and spending against budgets and intervene to manage material variances. Material variances are identified and managed to minimise project disruption or cost overruns. j. Ensure processes are implemented and documented for the payment of all accounts payable, wages and salaries, and tax obligations. BSNZ Group meets its financial obligations. BSNZ Group maintains quality relationships and a good reputation with payment recipients. k. Ensure collection of overdue and defaulted debts is appropriately managed. BSNZ Group's debt asset is managed to minimise losses through late and non- payment. 4. Oversee donations receipting and constituent data management a. Supervise and monitor the receiving and receipting of donations from mail and bank deposits. Donations are received, processed and acknowledged in accordance with protocols. Donations are receipted accurately and promptly and assigned in accordance with donors' preferences. Procedures are in place and followed that ensure the security of donations assets and donor data. 4 b. Supervise and monitor the capture, security, privacy and use of constituent data. Constituent data is recorded in a way that is suitable for organisational purposes. Data is secure and privacy obligations are met. Data is available as required to achieve BSNZ Group's operational goals. 5. Manage office support services a. Human Resources and payroll support and oversight Ensure that HR practices, and payroll services comply with regulatory requirements. Review and reconciliation of payroll is conducted monthly. Ensure HR is supported in functions required. b. Oversee cleaning and other contracts and requirements for 144 Tory Street, Wellington and 6A Kellow Place, Wiri, Auckland. Cleaning and maintenance requirements are met. Contractor relationships are appropriately managed and enhanced. c. Engage with external investment agencies Ongoing engagement and reporting are sourced from investment portfolio management entities. 6. Leadership, management and development a. Lead, manage, direct and motivate Finance team members. Team members understand how their effort contributes to BSNZ Group's mission outcomes, work effectively and professionally, engage in process improvement, and develop in their roles. b. Model and ensure Finance team members comply with team and organisation standards, practices and policies. Team members are aware of and comply with standards, practices and policies and these are modelled by their Team Leader. c. Work alongside reporting team members to set plans designed to achieve operations targets. Team members take appropriate ownership of their tasks and targets, contributing directly to overall operations targets. d. Manage the performance of team members to achieve agreed outcomes, including paying prompt attention to poor performance and non-compliance. Team members are supported and assisted to achieve targets and unsatisfactory performance is discussed promptly with the member. Persistent unsatisfactory performance is referred promptly to the CEO, and appropriate action is agreed upon and taken. e. Identify and recommend learning and development opportunities for Finance team members. Team members are competent for their existing tasks and potential is identified for the development of BSNZ mission-appropriate skills and abilities. 5 f. Create and sustain strong working partnerships with other team leaders. Team leaders and teams gain synergies by applying their coordinated and collective effort to prepare and deliver BSNZ's programmes. g. Participate in project teams and lead project teams where required. Teams are effective and produce quality outputs on time and within budget. 4. Competencies Competency Priority Qualifications Bachelor's Degree or higher with Finance or Accounting Major Essential Professional membership of a relevant professional association Essential Knowledge Knows principles of Tier 2 financial accounting and preparation of consolidated financial statements Essential Knows principles of management accounting at a senior level Essential Knows principles of team leadership and development Essential Knows relevant accounting rules and standards Essential Knows contemporary ERP and POS accounting systems and processes. Knows principles of funds management and return maximisation Desirable Skills Able to lead and develop a team Essential Able to coach non-finance team members in use of financial information Desirable Able to plan effectively at strategic and operational levels Essential Able to implement, maintain, and manage treasury, ERP, POS, e-commerce, etc systems Able to meet deadlines without compromising standards Essential Attitudes and Attributes Committed to BSNZ Group's mission and ethos Essential Works collegially in a team Essential Shares ideas and provides assistance willingly Essential 5. Hours and place of work Ordinary hours will be 37.5 hours per week to be worked between 8:00am and 5:00pm each Monday to Friday, unless otherwise agreed with the Director – Finance, Planning and Resources.
