CCHL is wholly owned by Christchurch City Council.
The investment portfolio consists mainly of six trading subsidiaries, including four wholly-owned companies—Lyttelton Port Company, Enable Services, City Care, and EcoCentral — and two majority-owned companies — Orion New Zealand and Christchurch International Airport Limited.
Two other entities – Development Christchurch Limited and RBL Property Limited – also sit within the portfolio.
CCHL aims to proactively manage the assets to support Christchurch's infrastructure and community well-being, while also being mindful of commercial success and environmental and social responsibility.

CCHL's mandate involves the stewardship of these assets on behalf of the Council, aimed at benefiting the ratepayers of Christchurch both now and in the future.
The Chief Executive's role includes ensuring the assets deliver returns in alignment with the strategic financial, social, intellectual, and natural capital goals of CCHL.
The Chief Executive reports to, and works collaboratively with, the CCHL Chair and Board, influencing and supporting subsidiary boards and management to foster alignment with the Council's and CCHL's strategic objectives.
Additionally, the Chief Executive is charged with the effective monitoring of the performance of the CCHL subsidiaries.
The CE's role extends to active participation in the CCHL strategic planning process, collaborating with the Board to develop annual and long-term plans.
Through leadership, the CE ensures that CCHL's strategic and operational plans, and budgets are not only complete and compliant with regulatory requirements but are also effectively implemented to achieve CCHL's objectives.
The CE also has key responsibilities encompassing risk management, financial oversight, relationship management, and system leadership.
These responsibilities require an energetic, highly effective leader who can navigate the complexities of managing critical infrastructure assets while fostering a culture of excellence and strategic alignment across the organisation and throughout its stakeholder ecosystem.
The Chief Executive should have outstanding relationship management and influencing skills, and excellent commercial judgement.
