This role sits within All of Government Services Delivery (AoGSD), part of the Digital Public Service Branch (DPS) who bring together the functions that deliver services to or for the public sector and is responsible for an All of Government Portfolio of digital products and ICT Services. The role of the Digital Public Service branch is to work with and through agencies to drive and deliver a customer-centered digital government.
We champion the use of Common Capabilities and centralized essential information products and services across agencies, as well as championing All of Government standards and guidelines.
The Back Office Digital Transformation Service (BoDTS) is one of these centralized services and has been created to reduce the cost, risk, complexity and time taken to deliver back-office systems, through standardized, high quality, all-of-government processes, tools and systems.
The Service provides agencies with a common set of standardized processes and will provide tools to support agencies as they modernize their back-office functions (e.g., HR, Finance, Procurement) making use of previously used collateral and design to streamline the process, to lower cost and risk, and to increase efficiency.

Working closely with the Lead Process Analyst and supporting the Technical Operations team, the Process Modeler/Business Analyst group will support New Zealand Government Agencies to adopt standard business processes for their back-office modernization projects. A key role in the team, you will provide agencies with expert support, training, and guidance in relation to the specific AOG business process framework, structure, and models.
You will be responsible for:
Delivering the BoDT service by providing guidance to users on how to navigate and use the NZ AoG Back-office Designs and NZ AoG Common Process Model (CPM)
Working with Agencies to ensure they are engaged in the development and maintenance of the CPM and can implement the CPM in their organization
Ensuring users can easily navigate the Common Process Model, understand the modeling taxonomy and standards used, and understand how to use these to model specifically for their agency
Ensuring effective processes are in place for review and quality assurance of outputs, and feedback loops to ensure that, when delivered, practice and outputs meet the expectations of the users
Producing business analysis deliverables in line with the System Development Life Cycle
Contributing to the development of the BoDT Service tools to support government modernization projects
Delivering quality, timely, and appropriately targeted training to all users that require it on utilization of BoDT service
Implementing a 'Train the trainer' approach across the system
Ensuring training is relevant to the needs of users and responsive to changing priorities
Establishing and maintaining strong collaborative working relationships across the BDT Service teams and with users
Ensuring NZ AOG Back-office Designs are compliant with NZ Legislation and international best practice.
Creating appropriate documentation to support process modeling activity
Collaborating with working groups on NZ AOG Back-office Designs
Promoting the benefits to all stakeholders on the BoDTS, including agencies, suppliers, and working groups
Working with a broad set of stakeholders including branch Change Advisory Board, Technical Advisory Board, IT Service Management, Business Intelligence Team, Back-office Modernization Projects across government.
You will support delivery of Back-office Digital Transformation Services (BoDTS), by providing expert knowledge in relation to the NZ AOG Back-office Designs and the NZ AOG Common Process Model (CPM). With exceptional process design and business analysis skills, you will work closely with agencies to create and maintain business process models that support back-office modernization projects and NZ AOG Designed SaaS Solutions.
To excel in this role, you'll possess:
In-depth business process design and/or business process architecture modeling expertise
Proven experience in providing high-quality documentation and communications (verbal & written) within a project or programme
Business process analysis and modeling experience including standard methods and techniques including best practice business analysis processes and tools
Experience facilitating and leading effective online and in-person workshops
Proven experience in successfully managing diverse stakeholder relationships both within an organization and externally
Demonstrable specialist expertise in a Back office domain, e.g., HR, Finance, Payroll, Procurement
An understanding of International and Government information standards and the machinery of government
Ability to create fit-for-purpose training collateral and deliver user-friendly targeted training to diverse participants
Proven experience with facilitating and leading effective workshops online and in-person
Excellent relationship-building skills and will ensure collaborative and inclusive relationships are built and managed across internal and external teams
Excellent planning and organizational skills
Strong analytical skills
