The purpose of this position is to manage monthly and quarterly management reports, including management reporting across the Council (to cover ERP secondment). Manage, and prepare various information relating to the Annual Report, Long-Term Plan and Annual Plan. Development and implementation of Council's Strategic Financial Planning and Policies. Ensure compliance with Financial Reporting Standards and Legislative Compliance. Assist the Finance Manager with management of public debt (internal and external). Maintain Insurance Portfolio. Support the Finance Team while other staff are seconded to ERP-related tasks. This will be achieved by maintaining the General Ledger and Council Reserves, with our Treasury Function, Long-Term Investment Fund, and Financial Planning, Budgeting and Reporting.Do you have what it takes? - This is a busy role and if you want plenty of variety, this role has it from managing the preparation of financial information for the Long-Term Plan, Annual Plan and Annual Report and public debt (internal and external) ensuring information provided to the Risk and Assurance Committee is accurate and timely and assisting in issuing legal documents when issuing various types of debt. It will also assist with the management of Council's interest rate risk position and debt maturity profile with the Finance Manager and the Management Accountant, provide internal assistance on Council's insurance policies, accurately record and maintain movements related to subsidy and any other funding of Council's Long-Term Investment Fund within the General Ledger and assist with ensuring compliance with Local Government Act and Local Government Rating Act, Tax Laws, and Different Accounting Standards.About You - You are a talented team player with a university degree in finance or in a relevant field. You will have knowledge of financial systems and operations, a high-level working knowledge of financial systems, including concepts, principles, planning and reporting with two to three years' experience, extensive knowledge of relevant legislation and taxation requirements and local government financial systems. In addition, an excellent standard of customer service, a positive attitude, great people skills, a willingness to work in a busy team environment and a sound ability with written and oral communication is also required.Applicants for this position must be legally entitled to work in New Zealand, therefore must have NZ residency or hold a valid NZ work visa. In terms of residence class visa applications, priority will be given where the applicant is in New Zealand.South Taranaki District Council is an Accredited Employer so if you're moving to the region, we can offer practical support and some financial assistance.
