Job Summary
A new and exciting opportunity has arisen for a strategic thinker to join the ICB's Business Intelligence and Analytics Team. We are looking for an individual who has the ability to understand and analyse multiple sources of NHS and Local Authority data for our population to shape and lead the integration of population health analytics across our system.
You will then be required to use this intelligence to influence and inform the strategic direction, priority setting and commissioning decision making for services delivered by health & care services across NHS Shropshire, Telford and Wrekin. You will be responsible for the PHM workplan along with supporting Health Inequalities working across the system with ICB and wider system colleagues.
This will involve supporting clinical colleagues by providing high quality intelligence and insight. You will also lead shaping the system's future analytical direction with the use of wider techniques including AI and data mining and using tools and techniques including "R" and Python.
This will allow us to measure the system's progress towards its strategic population health outcome ambitions. You will need excellent analytical, statistical and reasoning skills, be experienced in influencing senior colleagues with the ability to challenge the status quo to drive change.
Main Duties of the Job
The post is an integral part of the Business Intelligence and Analytics team and will work with the Head of Business Intelligence and Analytics to deliver and develop the function and the support it provides to teams and programmes across the ICS. The post holder will be responsible for measuring system progress towards its strategic and population health outcomes.
Job Responsibilities
Support opportunities to test Population Health Management (PHM) approaches in relation to key system priorities, Winter planning / Urgent and Emergency Care.
Measure system progress and impact toward population health outcomes.
Work with providers and provider collaboratives to identify opportunities to align functions and resources.
Champion and support the implementation of analytical tools and techniques, R and Python.
Lead on the ICB approach to data science and artificial intelligence in relation to analytical techniques.
Lead on the delivery of analysis on Health Inequalities and the wider determinants of Health, Core20Plus5.
Ensure business continuity and resilience in support of groups and directorates.
Lead on the research, development and management of technologies and innovations to best facilitate greater utilisation of ICS information by all end users.
Support and promote continuous evaluation of existing services and develop alternatives that offer greater benefits through effective collaboration.
Provide strong and effective leadership of the Information Governance (IG) agenda across the ICB / ICS.
Deputise for the Head of Business Intelligence and Analytics as appropriate.
Updating, maintaining, organising, gathering, analysing and interpreting available information to predict/meet future organisational and team needs by identifying best professional practice.
Lead on development, implementation and evaluation of new analytical approaches and tools as required.
Test and review new concepts, models, methods, practices, products and equipment.
Work across the ICS footprint with partner organisations to ensure the utilisation of broad datasets to inform ICB decision making and to encourage the development of a system approach to Analytics and Insight.
Contribute to ensuring processes are in place for spreading and sharing learning.
Provide relevant and timely specialist advice and guidance to ICB managers.
Liaise with staff in the CSU to ensure accurate and timely information is provided and reported.
Contribute to strategic planning by ensuring the availability of supporting evidence and data.
Contribute to the ICB-medium term financial strategy including completion of activity templates for both operational plans and local health economy strategic plans.
Inform the targeting of resources, monitoring, implementation and evaluation of specific tasks/projects by undertaking complex and detailed information analysis, communications and stakeholder management.
Work with members of the team and members of the analytics community across the STW system to develop and implement project data collection systems that will provide accurate and timely data.
Communicate information, risks, issues and dependencies, including briefings and reports to Project teams, sponsors and a range of internal and external staff.
Provide analysis of complex information to be included in business case production and project plans for presentation at relevant committees.
Work with members of the team and key stakeholders to investigate the causes of any variance from plan/delivery targets and contribute to the implementation of solutions.
Develop a PHM community of practice to support shared learning across the system including support for existing and new PCN pilots.
Clearly articulate and translate the methodology and output of the department's work.
Responsible for the timely response of Freedom of Information requests to the Business Intelligence and Analytical team.
Support the development of internal and external communications where required by regular contact with the teams, stakeholders and communications team.
Participate and lead relevant meetings, providing information advice and support where requested.
Establish excellent relationships with clinical staff, leaders and external stakeholders, promoting joint working with health economy partners and other agencies, and enable a performance-focused culture through assurance of safety, quality and effectiveness.
Interact confidently with GPs, finance team members and the wider ICB team and liaise with senior managers within the commissioning support unit (CSU).
Take a developmental and managing role in partnerships.
Produce timely specific reports, papers and databases, using prolonged concentration and appropriate software packages as required.
Responsible for preparation of correspondence and complex papers, as required by the Head of Business Intelligence and Analytics.
Coordinate the production of accurate and reliable information and reports to ICB groups and committees and the ICS and the NHSE Regional Team as required, using information which is locally sourced or provided by the CSU.
Actively support and contribute to the development of key performance indicators for the successful assessment of performance.
Oversee the development of systems to provide continuous availability of business-critical data.
Oversee the collation, transformation and quality assurance of data submission to national portals.
Person Specification
Knowledge
Educated to master's level in relevant subject or equivalent level of experience of working at a similar level in specialist area.
Extensive knowledge and expertise of analytics and population health management functions.
Proven and significant leadership experience.
Evidence of post qualifying and continuing professional development.
Must have an understanding of the background to and aims of current healthcare policy and appreciate the implications of this on engagement.
Should have an appreciation of the relationship between the Department of Health, NHS England and individual provider and commissioning organisations.
Member of a relevant professional body.
