The New Zealand Transport Agency (NZTA) is embarking on one of the most ambitious infrastructure projects in the nation's history. This capital programme, set to redefine transport connectivity in the Northland Corridor, aims to achieve in 15 years what traditionally could take decades. Te Whiwhinga mahi | The opportunity We are building an engaged and experienced client team and accordingly are seeking a dynamic and experienced Route Security Lead to join the Northland Corridor programme team. This senior leadership role is critical to securing the land and statutory approvals necessary for the phased development of the corridor. You will be responsible for ensuring that land acquisition as well as route protection, resource consents and other required statutory approvals to align with the programme's ambitious schedule. This will enable the financial close of the first section (Warkworth to Te Hana) by August 2026 and subsequent sections in the following years. You will provide strategic oversight, ensuring that all inputs to any wider enabling legislation are meticulously managed, and that programme risks are effectively mitigated. Key Responsibilities: Leadership in Land Acquisition and Statutory Approvals: Lead the development and execution of the property and consenting strategy across all phases of the Northland Corridor Programme. Ensure the completion of land acquisitions and statutory approvals for the early contractor and collaborative phases. Programme Integration: Work closely with the programme leadership team to ensure seamless integration of the property and consent strategy with broader programme goals, delivering value for money and meeting NZTA standards. Stakeholder Collaboration: Engage extensively with other programme leaders and external partners to foster high-performance teamwork across multiple concurrent workstreams. Risk Management: Identify, manage, and mitigate risks related to land and consent, ensuring that uncertainties are appropriately valued and addressed to support a confident contracting process with contracting consortia. Strategic Advice and Direction: Provide expert guidance on property and statutory approval matters, influencing the design and delivery of the programme, including a particular focus on efficient and innovative ways of achieving the programme outcomes. Offer strategic direction across external stakeholders to ensure alignment with NZTA's objectives. Professional Services Management: Oversee the procurement and management of professional services contractors and consultants, ensuring high standards and best practices are maintained. Ko koe tenei | About you Required Qualifications and Experience: Minimum of 15 years of experience in infrastructure land development, with a strong preference for those with large-scale infrastructure and/or commercial development experience. Demonstrated ability to present complex ideas in a clear manner to senior stakeholders. In-depth understanding of property and statutory approval principles, with a proven ability to develop and implement successful strategies. Extensive experience in leading large-scale professional service contracts, procurement, and formal tendering processes. Strong knowledge of the Public Works Act 1981 (PWA) framework and its interaction with the Resource Management Act (RMA). Demonstrated ability to work under pressure on major projects, with a focus on delivery and attention to detail. Proven ability to work collaboratively, contributing to team success in complex environments. Innovative mindset with proven ability to challenge the status quo and successfully implement change to process and outcomes in this space, including bringing people along on the journey. Qualifications: Tertiary qualification in property or a related discipline is essential. Membership in a recognised property professional body. Why Join Us?
