Position Overview The Deputy Director, Procurement supports and complements the Director Procurement in his strategic and operational leadership of the Procurement Department. The incumbent will deputize the Director Procurement in the day-to-day running of Procurement Operations supporting all Synapxe business units and Healthcare Clusters/Entities to achieve timely and clear outcomes. He/She will have a solid understanding of the technology landscape relating to the latest technology trends which might affect procurement.
Operationally, the Deputy Director will play a primary role in driving procurement operations in support of national, clusters/entities, and cross-cluster projects' procurement needs. He will have direct oversight of the procurement activities in support of a few critical business groups. He/She will keep the Director Procurement and Senior Management updated on Synapxe technology and vendor landscape and the challenges Synapxe faces in acquiring the necessary systems and resources to support the public healthcare entities' technology procurement requirements. He/She will support and help the Director Procurement in working with the various business units in Synapxe to initiate measures to keep up with the challenges and shape the vendor(s) landscape in the interest of public healthcare.
Role & Responsibilities Have a keen understanding of the technology landscape which affects procurement outcomes.
Partner with the business to deliver procurement outcomes that are accurate, timely, and compliant.
Drive the consolidation, rationalization, and streamlining of procurement activities to achieve better values and savings.
Engage business to embark on procurement advisory so that the procurement timeline is clearly factored into project delivery milestones.
Identify opportunities to optimize costs of assets acquisition, improve turnaround time, and deliver better overall value to healthcare entities.
Provide guidance to procurement teams and Synapxe internal business units in procurement strategy and vendor(s) engagement.
Actively engage healthcare clusters/entities and stakeholders to seek alignment and enhance partnerships while procurement operations are underway.
Participate and lead negotiation activities (where applicable) to drive value-for-money outcomes.
Guide and review approval submissions, including to rewrite and position such submissions (when needed) to facilitate decision-making by senior management and board of directors.
Lead procurement teams to embark on learning and developments to enhance procurement competencies and domain knowledge.
Represent Director Procurement (where required) in key meetings and committees.
Design and collate the necessary procurement data to generate regular insights for submission to senior management.
Leverage procurement data to enhance work efficiency or dynamically exercise leadership to balance workload across procurement teams to ensure sustainability.
Lead internal Procurement Task Forces (when assigned) to tackle key areas of focus (e.g., e-Procurement Tool development).
Represent the Procurement Group in external task forces (when assigned) to address cross-department issues.
Engage assigned procurement teammates to actively enhance morale and strengthen teamwork.
Be able to contribute effectively as a leader as well as an individual contributor with clear-minded directions and servant leadership attributes.
Requirements Bachelor or higher qualifications in Technology/ Procurement/ Supply Chain/ Business/ Computer Science or relevant qualifications.
At least 15 years of experience in technology leadership and/or procurement functions.
Experience in business/technology management or team leadership of at least 5-10 personnel.
Proficiency or experience in Ariba (e-Procurement System) will be an added advantage.
Qualifications in CIPS, PRINCE2, PMP or any other procurement competency certification will be an added advantage.
