The New Zealand Government, through the Ministry of Foreign Affairs and Trade (MFAT), is partnering with the Solomon Islands Government to support the establishment of the Bina Harbour Tuna Processing Plant (BHTPP). As part of this, the MFAT and the Solomon Islands Ministry of Fisheries and Marine Resources (MFMR) are seeking a Bina Harbour Project Office (BHPO) Manager to lead and coordinate the component project activities. This role will be contracted directly to MFAT.
This senior management role reports directly to the Permanent Secretary of MFMR on day-to-day delivery of BHPO activities. You will be responsible for planning, execution, and management of key project components, overseeing both the Planning and Delivery Unit and the Bina Region Arrangements for Governance (BRAG) Unit , and building strong working relationships with stakeholders.
The Key Functions for the BHPO Manager - Solomon Islands are to:
Provide leadership for all project elements, ensuring alignment with the BHPO Implementation Plan and government guidance.
Develop and monitor annual workplans to ensure project objectives and timelines are met.
Lead the BHPO team, managing key roles including the Technical Services Coordinator and BRAG Coordinator.
Build strong stakeholder relationships with the MFMR, MFAT, and other project partners.
Ensure financial protocols and resource management systems are followed, overseeing project risks and reporting to stakeholders.
Oversee and coordinate all aspects of the BHPO, including project communications, technical services, and external engagements.
The qualifications and expertise required to be successful in this role will include (among other things):
A relevant tertiary qualification.
At least 20 years of relevant work experience, with 15 years in the Pacific and 5 years in Solomon Islands
At least 8 years experience as a team leader.
Strong communication and stakeholder management abilities, with experience in project management, risk management, and finance.
Knowledge of the Pacific context, with a high degree of cultural competency and the ability to mentor and develop a diverse team.
As BHPO Manager, you will be required to build positive and productive relationships with senior SIG officials and key stakeholders. You will have the ability to recognise the importance of stakeholder engagement, quickly grasp and understand technical issues, be highly organised and self-motivated and understand and respect the culture and diversity of the environment. You will be proactive, politically astute and contribute actively to New Zealand's International Development Cooperation programme.
The appointee will be expected to adhere to the professional standards of a senior technical advisor and maintain integrity, objectivity and political neutrality during the assignment. This is an exciting opportunity to be part of a significant development initiative that will have a lasting impact on the livelihoods of Solomon Islanders. The initial assignment will be for a maximum of 500 days over 24 months. The role is based full-time in Honiara with travel to Malaita Province. The contract will commence in early 2025.
